Ex-mayor's $1 billion gambling woes stun San Diego

SAN DIEGO (AP) ? Maureen O'Connor was a physical education teacher who won a seat on the San Diego City Council when she was only 25 years old, later winning two terms as the city's first female mayor as she charmed voters with a populist flair.

But her rapid rise was matched by her fall, culminating Thursday when she acknowledged in federal court that she took $2.1 million from her late husband's charitable foundation during a decade-long gambling spree in which she won ? and lost ? more than $1 billion.

O'Connor pleaded not guilty to a money laundering charge in an agreement with the Justice Department that defers prosecution for two years while she tries to repay the foundation and receives treatment for gambling.

O'Connor, 66, once had a personal fortune that her attorney estimated between $40 million and $50 million, inherited from her husband of 17 years, Robert O. Peterson, founder of the Jack in the Box Inc. fast-food chain. She is now virtually broke, living with a sister.

O'Connor walked across the courtroom with a cane, appearing frail and struggling to maintain composure at one point as her attorney wrapped his arm around her shoulder and placed his hand on her head.

At a news conference, she said she always intended to repay the foundation and appeared to blame her behavior on a brain tumor that was diagnosed in 2011.

"There are two Maureens ? Maureen No. 1 and Maureen No. 2," said O'Connor, who declined to take questions. "Maureen No. 2 is the Maureen who did not know she had a tumor growing in her brain."

O'Connor's game of choice was video poker at casinos in San Diego, Las Vegas and Atlantic City, N.J. Her attorney, Eugene Iredale, said she played for hours at a time.

She won about $1 billion from 2000 to 2009, according to winnings that casinos reported to the Internal Revenue Service, but lost even more. Iredale said her net gambling losses topped $13 million.

News of O'Connor's gambling troubles and financial ruin elicited sympathy in her hometown. Magistrate Judge David Bartick told her that she left "a very strong legacy in the city of San Diego."

The U.S. attorney's office said O'Connor's medical condition influenced the decision to strike a deal, saying it may have been impossible to bring the case to trial. The tumor was removed but doctors submitted letters detailing significant ailments.

"Maureen O'Connor was a selfless public official who contributed much to the well-being of San Diego," said U.S. Attorney Laura Duffy. "However, no figure, regardless of how much good they've done or how much they've given to charity, can escape criminal liability with impunity."

O'Connor, the eighth of 13 children whose father was a boxer and nightclub owner and mother was a registered nurse, was elected to the City Council three years after graduating from San Diego State University. She was mayor from 1986 to 1992, San Diego's only Democratic leader over a four-decade span. She promoted community policing, championed the arts and oversaw completion of a downtown convention center.

O'Connor began gambling around 2001 as she struggled with pain and loneliness from the death of her husband from leukemia in 1994 and the passing of several close friends, said Iredale, who called it "grief gambling" in a court filing. Within four years, she was betting heavily.

O'Connor acknowledged taking $2.1 million from the R.P. Foundation between September 2008 and March 2009 to pay gambling debts, wager more and cover living costs. She was one of three trustees of the foundation, a nonprofit organization that supported the Alzheimer's Association, City of Hope, San Diego Hospice and other charities.

Her annual gambling winnings peaked at more than $200 million, said Phillip Halpern, an assistant U.S. attorney. Prosecutors said they didn't know exactly how much she lost but that she also borrowed money from friends and sold property to gamble.

O'Connor sold a home in tony La Jolla for $2.5 million in 2010 that is down the street from former Republican presidential nominee Mitt Romney.

She also sold the Heritage House Hotel in the Northern California coastal town of Mendocino for $7.5 million in 2005 to investors who defaulted, Iredale said. She sued and plans to turn over any damages she wins to repay the foundation.

Leave it to Marc Jacobs to send off New York Fashion Week with a bang.

On Thursday evening, Marc Jacobs presented his fall collection to a massive audience at the Lexington Avenue Armory, sending his models around in luxe wool, fur, silk and knit ensembles rendered in rich hues of burgundy, navy, gray and gold.

Yet there was one model who wore very little at all: 18-year-old Lily McMenamy, daughter of legendary '90s model Kristen McMenamy, trotted down the runway wearing nothing but hot pants and elbow-length gloves. She shielded her toplessness with one delicately placed hand.

This wasn't Lily's first turn on the runway, but it was certainly her most memorable. The teen made her modeling debut at Hedi Slimane's first Saint Laurent show in September 2012 and was quickly plucked by Karl Lagerfeld to walk for Chanel, too. A shoot for T magazine qickly followed. "I feel like I?ve had a lot of experience for an 18-year-old. I grew up quite fast," Lily remarked to Into The Gloss.

iPhone app 'could have landed parents with ?200 bill'

Parents are being urged to be vigilant with their iPhones and iPad, following warnings by parenting groups about "immoral" in-app advertisements that could see children unwittingly spending hundreds of pounds.

The adverts are another controversy for developers, who have previously been criticised for including expensive in-app purchases within popular children's apps.

The latest warning followed the launch of an iPhone app that could have resulted in children signing up to a ?208 a year subscription service.

The Talking Friends Cartoons app, available on iPhone, iPad and Android devices, is based on the Talking Friends apps from developer Outfit7, including Talking Tom Cat and Talking Lila the Fairy. It allows users to learn more about their favourite characters, download wallpapers for their phones as well as watch short cartoons co-produced with Disney.

The app itself is free, but at the bottom of every screen is an banner that, when the app was first launched, carried an advert directing users to a quiz to win a 64GB iPad, promoted by a company called Yamoja.

To take part in the competition, users had to sign up to a subscription service costing ?4 a week, for which they received four weekly texts containing content such as "funtones, wallpapers, games, celeb news & more".

App commentator Stuart Dredge, who wrote about the adverts on his Apps Playground blog, said: "What an advert that tries to sign you up to a ?4-a-week mobile content subscription was doing inside this app is genuinely beyond me."

The advert has been pulled from the app, but another new launch, this time from National Geographic, includes an costly in-app extra.

Dino Land app ? released in mid-February 2013 ? has attracted controversy for allowing users to buy extra virtual "bones" in amounts up to ?69.99. The bones, used to speed up gameplay, are particularly enticing to impatient children who wish to complete the game quicker.

Dino Land follows a succession of apps aimed at children that feature expensive in-app purchases, including Playmobil Pirates, Coin Dozer and Racing Penguin. Parenting websites are reporting increasing instances of parents being charged ?500 or more after their children have made in-app purchases while playing games ? and advise parents to ensure their devices block the purchases.

Justine Roberts, Mumsnet co-founder and CEO, said: "App-developers need to build in greater controls from the start ? it's shocking that a few click-throughs from an advert can lead to a ?200 cost for unknowing parents, and it shows just how important it is to keep an eye on your child's device settings."

Siobhan Freegard, founder of parenting site Netmums, added: "Few people mind a couple of targeted ads which are relevant to the app service, as they realise it's the price to pay for the 'free' app. But bombarding children using free apps with expensive products and services they can unwittingly sign up to a couple of clicks is immoral."

Developers regularly offer apps for free, making their money from advertising or from users making "in-app purchases" (IAPs). These buy paid-for perks that often improve a game or offer the chance to play without adverts, but are controversial in apps aimed at children and can cost parents money if the purchase itself is not password protected.

When developers create a game they often contract out the advertising within it to a specialist, which can serve adverts from hundreds of different organisations.

The adverts in the Talking Friends Cartoons app are served by Google, which allows app developers and publishers to have control over the advertising content on their apps.

Samo Login, CEO of Outfit7, said his company pulled the adverts from the app as soon as it was alerted. He explained: "We have a strict policy in place regarding what advertisements are displayed within our apps and take this issue very seriously. Unfortunately, due to a technical glitch within one of our ad networks, this advert was displayed against our advertising policy."

Outfit7 attracted controversy when it emerged in October 2012 that its Talking Ginger app featured adverts from payday loans company Wonga. Wonga later pulled its adverts from the app.

The Talking Friends series of apps have been downloaded more than 600 million times, with 120 million people a month and 10 million people a day actively using them.

US sanctions al-Qaida chief in North Africa

WASHINGTON: The United States has designated an alleged senior North African al-Qaida leader a "terrorist" as part of Washington's support of French-led troops who wrested northern Mali back from Muslim extremists.

The US Treasury on Thursday targeted Yahya Abu Hammam, an alleged senior leader in al-Qaida in the Islamic Maghreb (AQIM) with an executive order used to designate "terrorists and their supporters."

The Treasury described the Algeria-born Abu Hammam as the AQIM leader for the Sahel, a vast and arid region of North Africa, and said he has "played a key role in the group's ongoing terrorist activities in North Africa and Mali."

The group has kidnapped several foreigners in recent years, and the Treasury said that, as of 2011, Abu Hammam "reportedly had possession of multiple European hostages."

"The United States will continue to support the efforts of France and the international community to combat AQIM's violent extremism in Mali and throughout the region," US Undersecretary for Terrorism and Financial Intelligence David Cohen said in the statement.

"We have witnessed the suffering that AQIM has inflicted on the innocent populations and hostages under its control and remain determined to cut off the funding it needs to recruit new members and carry out future terrorist attacks," he said.

The United States has provided airlift support for French troops in Mali and worked to train and organize an African-led force which is due to move in to take over from the French.

AQIM has raised tens of millions of dollars in recent years through kidnapping and has been linked to the war in Mali, where French-led troops launched an offensive in January against Islamists who had controlled the country's vast desert north for 10 months.

The Treasury order will freeze all of Abu Hammam's US assets and prohibit Americans from doing business with him.

It's simple, it's stylish, and it chargers your phone wirelessly - it's also a little pricey at $59

There's really not a whole lot to say about the Nexus 4 Wireless Charger. It's a $59 Qi-standard compatible wireless charger that charges your Nexus 4. Plug it in, put the phone on it, and go. No muss, no fuss, thank you, drive through. This one's made specifically for the Nexus 4, though presumably other Qi-standard phones will work with it. Unlike, say, the Palm Touchstone, this one relies less on magnets to keep phone in place on the inclined face of the charger and more on the tackiness of the face of the charger itself. The rubber of the charger meets the glass of the phone, and it's not going anywhere. (It is quick to collect dust and lint, though.)

Size-wise, this thing's about like a sawed-off tennis ball. Only less fuzzy, less yellow, and more likely to actually charge your phone. It very much look like it's in the same family as the spherical Nexus Q, but it's much smaller. (In fact, the whole package is smaller than we imagined.)

The wireless charger will kick on the new Daydreams feature -- just be sure to set it to do so while charging in the settings. (It might take a second to kick in.)

The charger comes with a microUSB cord and wall wart, and some quick instructions that you'll never need. Plug it in. Place the phone. Charge. A plus is that your standard TPU case appears to not keep the phone from charging, and the official Nexus 4 bumper doesn't hinder anything either. Because it's a bumper. (Your mileage may vary with other cases, of course.) It outputs at 1.0A, which Google says should take about 4 hours to charge from a dead start.

UK retail sales fall unexpectedly in January

LONDON (Reuters) - British retail sales unexpectedly fell in January hurt by heavy snow, reviving worries that the economy may be slipping into a third recession since the onset of the financial crisis.

Sales volumes slipped 0.6 percent in both monthly and annual terms, the Office for National Statistics said on Friday, confounding economists' expectations for growth.

"The underlying picture is that the economy is bouncing along the bottom, so weather disruptions can easily tip it into negative territory," said Rob Wood, economist at Berenberg Bank.

Britain's economy has endured two recessions since the 2008 financial crisis and contracted again at the end of last year, coming closer to its third slump, although stronger recent economic data has raised hopes of modest growth in early 2013.

"This release brings a dip back on the table," Wood said.

Another recession would pile pressure on Britain's Conservative-led government, which has had to defend its austerity programme against criticism it is stifling growth.

The government says cuts are necessary to shrink a swollen deficit, but it also needs solid growth to meet its budget targets and bolster its chances of winning a 2015 election.

The pound hit a half-year low against the dollar and British government bonds extended gains after the retail data release.

Economists polled by Reuters had forecast a 0.4 percent rise in sales on the month and a 0.8 percent increase on the year. The ONS also revised December's numbers down.

Weather is not the only problem facing British consumers. High inflation has eroded their spending power in recent years, with real wages now at their lowest since 2003.

Little respite is on the cards. The Bank of England warned on Wednesday that inflation would remain high until 2016 and economic growth would be slow.

In a sign that it was not just the bad weather that is weighing on consumers, sales between November and January posted their steepest fall compared to the previous three months since March 2010.

In expenditure terms, retail sales account for roughly one fifth of Britain's gross domestic product.

FAIR-WEATHER SHOPPERS

The ONS said weak food sales, which posted their biggest monthly fall since May 2011, were the main reason behind the overall sales drop, with bad weather forcing some small grocers to close.

"Given it has come early in the quarter, there is some chance of catch-up in February and March," said David Tinsley, economist at BNP Paribas.

"But of course forgone food sales are not necessarily made good," he said, adding that a scandal over horse meat sold as beef might also hurt sales.

Unemployment figures next week will provide further clues about the state of the economy at the turn of the year.

One major British retailer has showed shoppers might be getting back to spending in February. John Lewis said on Friday that sales at its department stores jumped by more than a fifth last week compared to a year earlier. However, that number was flattered by heavy snowfall in February 2012.

The ONS said the quantity of food sold fell by 2.6 percent compared with January last year, touching its lowest volume since April 2004.

Meanwhile, the share of online food sales jumped by nearly a third, probably another reflection of the bad weather that kept shoppers at home. The increase in online shopping helped big retailers, the ONS said.

Retail sales excluding fuel fell 0.5 percent on the month but were 0.2 percent higher than in January 2012 - much weaker than economists' forecasts for rises of 0.4 percent on the month and 1.4 percent on the year.
